As one of the most important documents for proof of identity and Filipino citizenship provided by the National Bureau of Investigations (NBI), the NBI Clearance has always been required by the employers and corporations.
This document has been carefully looked at as perfect proof of an individual’s lack of criminal record before onboarding to any position in the company.
If there is a stated criminal record, higher chances that the person will not be hired by the company since almost all companies hold high standards for conduct. This also reflects a person’s professionalism and integrity that needs to be maintained at all cost during his or her stay with the company.
Everyone is advised to get their very own NBI Clearance from the main offices and satellite branches. But expats can go ahead and just apply or renew their respective NBI clearances by visiting the main office of the NBI located at UN Avenue, Ermita, Manila. It has been fully digitalized to make the whole process fast for all locals and employers as well as quick for all expats as well. They updated their processes prior to the 2017 mode of application as it has been mandated by President Rodrigo Duterte himself to secure the data that needs to be stored and further identify the citizens residing in the country especially when it comes to the criminal records. These records are indelible unless proven not guilty through court proceedings and legal processes.
On this article, we will give you more comprehensive details on the processed and responsibilities that need to be taken care of by the applicant or any employee who desires to get their NBI clearance for the purpose of being employed locally or outside the Philippines.
NBI Clearance Application: New Application vs. Renewal
As part of your application process, you must understand first the big difference between applying for an NBI Clearance for the first time or also known as ‘new application’ or if you already had an old application made before where you had your legit NBI Clearance or also known as ‘renewal application’. Here is a detailed explanation of the main distinction between applying for a new NBI Clearance or renewing your expired NBI Clearance.
NBI Clearance New Application
If you are being required by any institution or your new employer to submit an NBI Clearance but you never had a successful transaction prior to this year, then it is fit and right for you to file as a new applicant. This may also be applicable for those who needs name change on their NBI record due to the fact that the got married (for all females), adopted (by law), or there is an impending error on the name written on their NBI clearances. If your name seems to be very common, you can get yours in less than a month. Individuals with common first names and last names may take a month or more before their clearance will be released.
Foreign nationals who wish to stay with the country for work or for academic reasons can also file for a new application. You just have to send NBI Form No. 5 via postal mail to the NBI Manila or be filed by your respective. The NBI Form Number 5 can be secured from their respective embassy or consul where they are born or where they originally live. This needs to be fully filled out and signed properly. Remember that the form is never for sale so you can obtain one without paying for anything. Your representative can also get one on the Mailed Clearance Section of the NBI in Ermita, Manila.

NBI Clearance Renewal
If you already have your NBI Clearance from the year 2014 or the years after that, you can file for a renewal request and have it paid on the cashier. The process may not be longer than the regular new application since your previous clearance has just been expired. This means that the renewal will take faster days since all the NBI has to do is to update your records in the database.
NBI Clearance Requirements
Since the NBI has transitioned their application process via online, you will have to secure two valid ID’s which needs to be original as well as their photocopy in good condition. If you just have one ID and you are still missing one, you have to apply for it on their respective offices. They have been very strict with regards to the ID that are presented because some are not legit or has been tampered. In these cases, your NBI clearance will not be processed further.
The accepted IDs are:
- GSIS UMID
- Driver’s License
- School ID
- PhilHealth ID
- TIN ID
- Postal ID
- SSS ID
- Voter’s ID
- PRC License
- Senior Citizen ID
- Previous Copy of NBI Clearance
- Alien Certificate of Registration (ACR)
These two IDs must be presented along with the printed form of your NBI application with the reference number placed on the upper right corner of the page. These become very accessible for printing after you can process the payment and it has been successfully reflected on their system so you can go ahead and print the receipt of payment.
NBI Clearance Fee (Onsite)
The basic fee is a total of Php 130 for an NBI Clearance for the purposes of local employment requirement. There will be additional fees that will be added on the basic fee if you will be using your NBI Clearance for abroad employment or for taking a government position since this will require more indexing on the NBI’s system. It will also take more days to be released. You can pay these via the Payment Methods prescribed on their website or via Online Banking.
NBI Clearance Fee (Offsite)
Cash mode of payment is still the best-preferred method because there is an assurance that it will be reflected in real time. For offsite application, the application is amounting to Php 200 (two hundred Philippine pesos). The basic fee for the NBI clearance is Php 115 (one hundred fifteen pesos), while the remaining Php 85 is for the sending of the document which will be done and fulfilled by the Philippine Post.
Foreign applicants or Filipino citizens who are applying for NBI Clearance will have to settle the payment via online banking. They will be the ones to file and send the application via the courier service. They have to go the website which is www.nbi-clearance.com for more details of the payment methods and then proceed with https://clearance.nbi.gov.ph/ to fill out the forms there. The NBI will be collecting fees in accordance with the preferences of the applicant since they have to make further good arrangements for picking up the NBI Clearance Certificate through their trusted courier service.
Successful transactions will generate a reference number that will pop out from the browser that will be an affirmation that your application has been initiated for processing. Go ahead and copy paste this on your notepad so you can make a follow up via their email. This reference number will be the code that the NBI will use in retrieving your data from their database and confirm the status of your online application.

If your selected schedule is tagged as PAID, you will be given an option to print your application form with the appointment details. These need to be submitted once you go to the NBI office.
NBI Clearance On-site Pick-up
After the forms processing and payment, you can opt to visit the nearest NBI branch so they can get your biometrics, photo, and authentic signature before they can print your NBI clearance. Make sure to adhere to your schedule because if you will be too late or too early, they might not entertain or assist you. They might ask for you to come back the next day or any schedule appointed by the NBI office.
- If you are an expat, you can do processing and furnishing of your clearance only at the main office at the NBI building located at Ermita, Manila in Taft Avenue.
- The proper dress code must be observed because of the security guard who is very strict. Wearing shorts, sleeveless, and slippers might reject your application and affect the processing of your NBI clearance
- There are courtesy lanes offered to Persons with Disability (PWD), Senior Citizens, Nursing Mother, and Pregnant Women.
- If you will allow someone to have your clearance be claimed, an Authorization Letter must be secured with the two ID of the claimant and the representative.
Things to Look out for During and After your NBI Clearance Application
If you have already made the payment, it may not initially show in your online application, but this does not mean that your online application has not been initiated. Please take note that the payments made from the payment channel will be processed within 24 to 48 hours. On the website, you can make a follow-up payment by sending them an email with a copy of the receipt through an image or a scanned copy.
If you have not made any online application, there will be some NBI offices that have computers for walk-in applicants. Manual filling out of forms are no longer done in the main branch but some satellite offices in Visayas and Mindanao still process the NBI. You really do not have to print the PDF version of your application form that has all your details because the reference number is enough to generate the copy from the computer of your assisting NBI official.
Commonly, NBI clearances can be released when you personally apply for it the same day. They will be doing an index search on the database and if your name matches with someone else on the system with a criminal history, you will get a HIT. The NBI office will have to look further into the database of criminal history. It will take from 8 working or business days up to 30 days to have your NBI clearances be released.
You cannot get an NBI clearance without your personal appearance unless you will be applying for abroad employment. All NBI offices are implementing a strict NO Clearance, no ID policy. It is also not a valid ID for applying for Philippine passport. It may serve as a document to support some consul offices for verification purposes. Lastly, there is no age limit for applying for an NBI clearance.
You have two possible options when you prefer renewal of your clearance. A quick renewal will be more expensive but convenient than the regular process of renewal where you are required to appear personally. This option requires you to go to the NBI office and is a cheaper option.
